The most likely possibility is that the government somehow needs its service. If Diaz becomes the bad guy next year and things get bad enough, Oliver could be dropped out to somehow stop him in the spirit of the Suicide Squad. There's also the possibility that anything on Diaz's flash drive is enough that the government could immediately forgive him. We do not say that is likely, but they are two of the most realistic options we can think of.
