This was reported by the ever resourceful Guilherme Rambo at 9to5Mac.

The setup screen is hidden for the time being, unless you know how Guilherme knows where to look. This is what the setup screen says: "Talk to Siri with your AirPods or your iPhone by saying 'Hey, Siri.'"

I'm glad you asked. This screen will tell you more about what's coming. So if you set up Hey, Siri on the AirPods, the earphones have to be smart enough to recognize the sentence as it is being spoken, like the iPhone or the Apple Watch. Maybe this could mean that the AirPods can recognize your specific voice, not just the phrase.

Good point. Not me. However, I do not believe that the processor onboard the AirPods is powerful enough to handle this feature. Maybe the engineers at Apple have found a way to do that, but I'm not sure.

In addition, AirPods 2 are so mature, so overdue, that the timing makes sense.

What is the timing exactly?

Last year, iOS 11.3 went to the developer beta on January 24, 2018, almost a year to the day before this developer beta. The final release took place on March 29, 2018. That was two days after the special event in Chicago, when Apple announced the latest iPad.

According to rumors, some of which are based on the latest iOS 12 beta release, more iPads are coming, another event could be coming up.

Other rumors suggest that the AirPower wireless charging bag will soon be with us and compatible with AirPods thanks to a new wireless charger.

Then this software may be released a day or two later.
