The decision could provoke the biggest disruption in Iowa, traditionally the first in the world. The vote in Iowa will take place on 3 February 2020.

The proposed virtual system is a telephone vote that should allow Democrats to telephone in the absence ee votes and rates their preferences for the President in a ranking. In Iowa, the virtual caucuses were scheduled to run for six days, which was to meet a new DNC requirement that allowed for greater access to the vote.

DNC members expressed concerns about the ability of hackers to disrupt the virtual process.
