State dog wardens will conduct dog licensing and rabies vaccinations in 23 Pennsylvania counties, including Allegheny and Westmoreland, the Pennsylvania Department of Agriculture said. All dogs and cats no older than 3 months must be vaccinated against rabies. Violations can be enforced with a maximum fine of $ 300 per violation plus court costs.
