Duterte is silent on peace talks, Lumads in third SONA
MANILA, Philippines President Rodrigo Duterte has sworn in his third speech on the state of the nation to continue the fight against drugs, but no peace negotiations with communist rebels mention the plight of the Lumad communities in its home region of Mindanao.
The President's Peace Adviser, Jesus Dureza, said earlier that the government would resort to local negotiations with rebel leaders after Duterte's peace talks with the National Democratic Front, the political arm of The Communist Party of the Philippines
Jose Maria " Joma "Sison, CPP founder and political advisor to the NDF, said earlier that communist rebels would be more likely to join the movement to oust Duterte than to enforce peace negotiations.
Sison, a statement after Dutterte's SONA, noted that Duterte Proclamation did not mention 360, effectively ending the Philippine government's negotiations with the NDF on November 23, 201
"He does not want the roots of the armed conflict Through comprehensive agreements on social, economic and political reforms, the basis for a just and lasting solution to create peace, "said Sison.
"It deliberately escalates the armed conflict to criminalize the revolutionaries for its vile scheme of establishing a fascist dictatorship," the NDF adviser added.
In his first SONA in 2016, Duterte declared a unilateral ceasefire with the CPP-NPA-NDF to facilitate the resumption of peace talks.
In his SONA last year, the President was more hostile to Sison and called him an idiot, while he said he would not talk to left

"The government has given you the tool, the legal tool, to improve financially, economically and socially Use your ancestral domain Do not let it sit idle," said Duterte in 2016.
In February This year, on the occasion of the Jubilee of the Authority for Technical Education and Skills Development, he selected the investors for the land of the ancestors to ensure that the contracts were free
Among the areas he mentioned, which he opened for investment Mount Talomo – part of the Apo Talomo Mountains in the Davao region – includes Andap Valley Complex in Surigao del Sur and Mount Kitanglad in Bukidnon.
"If you say you do not want to mine, do not do it, no mines, if you say it's going to pollute your area, we'll block it," he said. He said, however, that IPs who agree to have mines in their ancestral domains can do so.
"Now you've got the ancestral domain, the problem is you do not use it," the president said.
No mention of Lumads
Duterte Lumads did not mention this year despite the reported evacuation of communities in Lianga, Surigao del Sur, due to the military presence in the area.
According to the military unit, which is located in Lianga near the Andap Valley Complex, which was "influenced" by the New People's Army.
Earlier this month, Karapatan-Caraga reported that 328 families or about 1,607 people had been evacuated in response to their military presence in the area since June. This was the fourth time that Lumad communities have been evacuated since martial law was proclaimed in May 2017 via Mindanao.
Residents of the Lumad communities said they did not feel confident in the soldiers because of the reported harassment and disturbances in their daily lives. The Lumads, who had fled their communities and sought refuge in a high school in a Lianga Barangay, were soon surrounded by soldiers who were "standard practice" there.
& # 39; False promise for Mindanao & # 39;
Slammering Duterte & s' Martial Law Statement Mindanao accused Sison of using the Siege of Marawi to "attack other Bangsamoro, Lumad and Christian communities and capture the country for foreign and oligarchic interests in mining, plantations and logging. "
For Duse, Duterte spilled only "crocodile tears" over the destruction of Marawi City.
"Now he makes a new false promise to fulfill the promise of Mindanao with public funds that did not flow at all for the urgent and adequate reconstruction and rehabilitation of Marawi City," Sison Englisch: www.germnews.com/archive.php?f…d=69&lang=en /dn/1995/02/12.html In an interview with the federal government, he said that Duterte will sign the proposed Bangsamoro Organization Act, which will implement the 2014 peace agreement between the government and the Moro – Islamic Liberation Front
The CPP-NPA did not support the BBL and said in the past that the Moros could discriminate against the agreement.
Duterte promised that he would sign and ratify the BOL within 48 hours of the approved version of Congress.
"Despite what has been said, or against the Bangsamoro Organic Law by all sectoral groups, I make this solemn commitment that this administration will not frustrate our Muslim brothers and sisters the basic legal tools to draw their own destiny within the constitutional framework of our country, "said Duterte.
