The list description describes how "the core functionality is provided to support voice-based actions".

Google Assistant is not mentioned directly in the list, but the included screenshots show that it works, while the description of the app lists a number of similar features.
The listing explicitly explains how "Voice Action Services works without the need for Google Search or the Google Chrome app." Starting next week, Google can no longer guarantee that it will be installed on devices.

Another clue to the audience of this app is how it can be downloaded in Europe but not in the US. After installation, the Voice Action Services will be displayed as an application that can be set as the default Assist app. During use, it was found that launching the app only opened the Google app and the wizard.
Abandoning the app shows that the app contains many strings that would otherwise appear when you set up Google Assistant. However, "Assistant" is being exchanged for user strings through "Voice Action Services".
