After Rockstar alerted its fans, Rockstar has now updated Grand Theft Auto IV to remove a number of songs due to expiring licensing agreements. Some of the most notable moves include David Bowie's "Fascination" and "Evil Woman" by ELO.
Removed songs from the GTA IV primitive, as well as the additions The Lost and Damned and The Ballad of Gay Tony. In addition, songs were drawn from GTA: episodes from Liberty City. A large part of the Russian radio station Vladivostok FM was removed, although Liberty Rock Radio was also affected.

As Rockstar has promised, she added some new songs to the Vladivostok VHF station to make up for the moves. People in the GTA Forums (via Kotaku) have put together lists of all the songs that have been removed and added – you can see these lists here.
If you keep GTA IV offline no matter where you are playing, you may be able to keep the tracks. Rockstar also removed songs from GTA: San Andreas, so that's nothing out of the ordinary. It can also happen again with GTA V somewhere on the road.
