Guidelines of the Judge against the conversion of military expenditures to border building: NPR

A federal judge has ruled against the use of military funds by the Trump administration for barrier building on the southern border.

Judge Haywood Gilliam ruled on Friday in two lawsuits – one by the ACLU on behalf of the Sierra Club and the Southern Border Communities Coalition and one by California on behalf of 20 states.

The plaintiffs argued that the funds were already rejected by Congress, they were not needed for "unforeseen military needs" and would raise constitutional issues.

The government proposed to transfer funds from the Ministry of Defense for drug-related activities.
