James Comey investigated Hillary Clinton for violating the Public Records Act in 2016. As you may recall, Hillary handled all of her US Department of State affairs on a private server at a self-created email address, causing security risks and allowing her to do so in violation of the Public Records Act, Hide emails from the authorities.
According to Donald Trump, President, Comey apparently did the same thing in 2017 – except for records on paper rather than e-mails – according to the report of the Inspector General's Inspectorate of the Ministry of Justice.
Comey took notes of his meetings with President Trump and then brought them home instead of leaving them with the FBI. The OIG reports, "Comey told the OIG that he views Memos 2 to 7 as his personal documents rather than official FBI records." Comey's characterization of the memos as personal records finds no legal support and is wholly incompatible with the plain language of the statutes, rules and guidelines that define federal records, and the terms of the FBI Employment Agreement of Comey …. "
