Irving and Davis can not be in the same team because of the" Rose Rule ", allowing players to sign a rookie expansion worth 30 percent of their team's cap (as opposed to 25 percent) when they do meet certain criteria. Both Irving and Davis met these criteria and are currently in this contract.
While it is not illegal to have two "Rose Rule" players in a team, it is illegal to acquire two of them on the trade. The Celtics were traded in August 2017 for Irving.
Because of this rule, the Celtics can not make an offer to the Pelicans by using their treasure chest of assets (eg, Jayson Tatum, Jaylen Brown, their almost endless selection of picks, etc.) until summer.
