In an evening blog post by the Windows Insider program team Brandon LeBlanc, Microsoft announced that it will release the Windows Update on November 10, 2019 To prepare publication. In addition to publicly mentioning the (rather obvious) name of the update, otherwise known as the 1909 version, for the first time, the blog post confirmed that build 18363.418 is likely to be delivered to non-insiders.

A somewhat refreshing feature of today's blog post is the transparency that's been provided that has never been offered. Microsoft has never confirmed that a build is likely to be the "final build," or even said that this should be the one that goes to non-insiders.
This kind of transparency is something that we are not used to, it is absolutely worth noting that the build number that goes into production may be different. That's why there are Windows Insider tests, more specifically the Release Preview ring. If last-minute show stoppers are found before the release date of Microsoft, a new build can be released.
Also, the November 2019 update has the same version number for the build as the May 2019 update. D Moves from build 18362.418 to build 18363.418. Both versions receive the same cumulative updates, but an additional activation package is added to create the 1909 release and enable new features.
Microsoft did not specify when the Windows Update will be released on November 10, 2019, but this should be the case soon. And if you are in the slow ring and you do not want to switch to 20H1, you should switch to the Release Preview Ring.
Update: An anonymous tip for Neowin has stated that the "November Update can be installed by Microsoft staff upon request and will be progressively distributed to all employees from October 17 to mid-November."
