NYC extends car-sharing access in the midst of a shift away from the car ownership

New York City is expanding access to car-sharing companies in the midst of a growing movement across the country among millennials and others to move away from car ownership, protect the environment and congestion to reduce.

On Thursday, Mayor Bill de Blasio announced that the city will provide 309 parking spaces for car-sharing programs.

The city's Department of Transportation will provide 285 parking spaces via a DOT NYC car-share pilot for Zipcar and Enterprise Carshare vehicles on streets in select neighborhoods and DOT urban car parks. The New York City Housing Authority (NYCHA) will establish a new partnership with Zipcar and reserve 24 parking spaces in designated public housing.

Starting on Monday, companies can rent CarShare and Zipcar at the designated locations.

An auto-share vehicle can be shared by up to 70 people, and a study evaluating similar programs in other cities across the country shows that five to 20 private vehicles are sold or never bought for each available car-sharing vehicle says de Blasio. For New York, this means fewer cars compete for roadside parking and mobility increases for households that do not have their own car.

Nationwide, 1.4 million people use car sharing services. Zipcar currently has more than 2,500 cars at 447 locations in the five districts, while Enterprise CarShare has more than 320 cars at 110 locations.

Research has shown that car sharing lowers the cost of household transportation by offering a car without charge at car ownership, according to the De Blasio administration. A family that uses their car only a few times a month can save thousands of dollars a year in costs.

Carsharing also helps to facilitate the search for parking spaces by having car sharers always a reserved space smaller number of drivers fighting for limited confinement spaces, the administration said. And it helps to improve access to jobs, services and recreation.

Manhattan Mayor Mark Levine calls on the DOT to set up a pilot program for car-sharing organizations with their own parking bays recently passed, saying that millennials in his district are not interested in owning cars.

"I've heard from the young people in my district and beyond for years that if they had three things, they do not want a car," Levine said. "They want a commuter transport that works, they want Citi Bike in their neighborhood and they want a light [way] to get a car share [service]."

These areas include the Parkchester section of the Bronx; the Queens neighborhood of Eastern Rockaways, Jackson Heights and Jamaica; and the Manhattan districts of East Harlem, Hamilton Heights and Morningside Heights. The other areas include the Brooklyn neighborhood Boerum Hill, Brooklyn Heights, Cobble Hill Carroll Gardens, East Williamsburg, Park Slope, Red Hook and Williamsburg.

The pilot will also introduce Carshare service with 55 reserved parking spaces at 17 DOT urban facilities in the Bronx, Brooklyn and Queens.
