Brown described the scene as a "war zone" and said, "This is so devastating that I do not really have the words to describe it."
Brown told President Donald Trump, with whom he often collided, called him on Wednesday to offer his full support.
"We are in a different kind of world, we know that," he said. "We have very difficult times, it will never be the same, but I can assure you that everyone in California will do their best."
Zinke described the devastation as the worst forest fire He had ever seen and demanded new policies and plans to avert a repeat.
