The list of 35 men and women contains no well-known names, but gives an overview of the case that the government will present against the former Trump campaign chairman next week, including possible statements from luxury goods business partners and suppliers ,
Manafort is in a jury trial scheduled to start on Tuesday with tax evasion and bank fraud. He pleaded not guilty to the charges.
Rick Gates, Manafort's former business partner and member of the Trump campaign, is on the list and is expected to be one of the key witnesses in this case.
Gates was Originally indicted alongside Manafort but had indicted his longtime business partner and pleaded guilty earlier this year to engaging in a sweeping conspiracy with Manafort to launder millions of dollars and deceive the US government , Under his agreement, Gates agreed to work with Mueller and the prosecutor said earlier this week that he would play a prominent role in her case.
The prosecution alleged that Manafort and Gates had worked hand in hand to cheat banks and avoid tax payments on their offshore money. At the trial, Gates was able to provide the jury with a compelling first-hand account of how Manafort broke these laws. Also on the list is Tad Devine, former chief strategist for Vermont Sen. Bernie Sanders' presidential campaign of 2016. Prosecutors revealed documents earlier this week showing Devine's work alongside Manafort as a political adviser in Ukraine.
Prosecutors told that work of Manafort in Ukraine to help to choose the former president Victor Yanukovych is "in the core" of the bank fraud indictments to which he faces.
In a statement, Julian Mulvey, another named partner at Devine's consulting firm, said that Devine testified as a "fact witness" and that his company was assured by Mueller's office that they "did not act unlawfully".
"The Special Adviser asked Tad Devine to report on and report on media advisory work on past political campaigns in Ukraine," Mulvey said. "We look forward to assisting in the important inquiry into this investigation to achieve justice and protect our democracy."
Devine was not accused of misconduct.
Daniel Rabin, a longtime Democratic Advertiser, is also mentioned on the list. Government exhibition lists show he has exchanged emails with Manafort, Gates and Devine about work in Ukraine. He was also not accused of misconduct, and CNN has contacted him for comment.
Earlier this week, Manafort's lawyers asked the judge in his upcoming trial to exclude dozens of exhibitions related to his work in the Ukraine. In an application filed Thursday in the Virginia Supreme Court, Manafort's attorneys listed more than 50 governmental exhibitions that they described as "irrelevant, detrimental, and unnecessarily time-consuming."
The prosecution is expected to respond to the submission on Monday. They told the judge earlier this week that the exhibits would help demonstrate the close relationship between Manafort and his Russia-friendly benefactors in Ukraine.
Several of the other names mentioned as potential witnesses appear to work for companies that Manafort allegedly bought millions of dollars worth of luxury goods and services, with money that prosecutors say is being misappropriated.
A ticket vendor for the New York Yankees, a high-end menswear and a Mercedes-Benz salesman, all seem to be on the government list, as are the people involved in the renovation of Manafort's high-end Houses in New York are involved.
Five persons affiliated with financial institutions and real estate businesses made by Manafort, who had been admitted this week by the judge who supervised the case to express immunity, are also listed.
