"I hate it and I know it could stop immediately if the Democrats change the law," Trump told reporters in the White House when asked about the photo. "You have to change the laws. And then this father, who was probably that wonderful guy, with his daughter ̵
The bleak image of the man and his 23-month-old daughter lying face down on the Rio Grande sparked debate in Washington over the President's harsh immigration policy.
According to the Mexican journalist who took the photo, the father attempted to cross the border illegally with his daughter after he could not introduce the US immigration authorities to asylum. They had started the journey from El Salvador to the north.

Later, Trump asked if his policies were responsible. "Democrats' asylum policies are responsible. "
