WASHINGTON (Reuters) – The White House is preparing an emergency declaration that President Donald Trump could issue to evade Congress if lawmakers do not provide a wall along the southern border of the US, CNN reported on Thursday citing internal documents
The proclamation draft was issued Updated last week, a US government official told CNN. According to CNN, Trump's advisors continue to be divided on this issue.
The report comes from a bipartisan group of legislators that introduced a change in the Senate that temporarily opened the US government, which was partially closed due to Trump's claim for 34 days wall financing.
A senator said he did not believe the measure contained wall funding.
Trump insisted on $ 5.7 billion for a wall, an idea central to his electoral request was his harsh policy against illegal immigration. The Democrats rejected his proposal and instead sought to provide funds for other border security measures.
The official told CNN that $ 681 million was drawn from a US Treasury asset management fund under the options to be paid for a wall, $ 3.6 billion of military mortgage lending became $ 3 billion US dollar from the Pentagon civil engineering fund and US $ 200 million from US Department of Homeland Security funding. The Pentagon did not immediately respond to a separate call from Reuters for an opinion.
If an emergency is declared, the US Army Corps of Engineers would build the wall, CNN reported.
The documents state that environmental testing could be skipped and that the DHS could use disclaimers to circumvent treaty laws that could speed up construction.
